Cheyney University is committed to helping students stay on track toward graduation—even when certain courses must be completed outside the University. In specific, approved situations, students may take coursework at another institution while remaining enrolled at Cheyney. This page explains how that arrangement would work, how financial aid is affected, and what steps students must take to ensure courses count toward their degree.
Cheyney University supports student progress by allowing certain courses to be taken at other institutions when appropriate. This type of arrangement is called a Consortium Agreement.
But before you enroll elsewhere, here’s what you should know:
Consortium Agreements
A Consortium Agreement allows you to take classes at another college or university (the Host Institution) while remaining fully enrolled at Cheyney University (the Home Institution). Basically, you remain a Cheyney student while taking approved coursework at another Title IV–eligible institution for one term.
These arrangements must comply with federal financial aid regulations, accreditation requirements, and Pennsylvania State System (PASSHE) standards.
When Can a Consortium Agreement Be Used?
A Consortium Agreement may be approved when:
- A required course is not offered at Cheyney during the term
- The course applies to your major, minor, or degree plan
- The Host Institution is Title IV–eligible
How Financial Aid Works in This
- Cheyney remains your Home Institution and processes all federal financial aid
- The Host Institution cannot award or disburse Title IV aid
- You are responsible for paying the Host Institution directly
Student Responsibilities
Students approved for a Consortium Agreement must:
- Obtain academic advisor approval for course applicability
- Submit the Consortium Agreement Form by required deadlines
- Maintain enrollment and attendance at the Host Institution
- Notify Cheyney of any schedule changes within 7 days
- Request that the Host Institution send an official transcript to Cheyney within 30 days after the term ends
Failure to meet these requirements may impact financial aid eligibility.
Student Eligibility & Financial Aid Requirements
Whether participating in a Consortium or Contractual Agreement:
- Cheyney University determines financial aid eligibility.
- Cheyney calculates and disburses all Title IV aid.
- Attendance, enrollment, and academic progress are monitored.
- Students must meet all Satisfactory Academic Progress (SAP) standards.
- Changes in enrollment may affect aid and could require a Return of Title IV Funds (R2T4) calculation.

Important Disclosures for Students
- Only courses approved in advance will apply toward your degree
- Courses taken without prior approval are not eligible for consortium financial aid consideration
- Host institutions may charge different tuition and fees
- Students are responsible for understanding how consortium coursework impacts graduation, SAP, and financial aid eligibility
How to Request a Consortium Agreement
To request a Consortium Agreement, students must:
- Download the Consortium Agreement Form ↓
- Complete Section I of the form
- Obtain Academic Advisor approval (Section II)
- Have the Host Institution complete Section III
- Submit the fully completed form to Office of Student Financial Services.
