Small and disadvantaged businesses are vital drivers of the economy, but often find the deck stacked against them when competing for opportunities. In partnership with the Pennsylvania Department of Transportation (PennDOT), Cheyney University is providing the resources and connections these businesses need to succeed through the Supportive Services Center.

The Center is comprised of three separate centers that focus on small business development and government contracting, with PennDOT and the federal government.

DBE Supportive Services Center

The DBE Supportive Services Center focuses on building services that enable Disadvantaged Business Enterprises (DBEs) to acquire the proficiency, expertise, and experience necessary to compete, on an equal basis, with non-DBEs for federally assisted PennDOT contracts and subcontracts.

DBE Services

Certified DBEs desiring to participate in PennDOT’s highway construction program are eligible to receive all services from the DBE Supportive Services Center at no charge. These services are available via telephone, mail, fax, E-mail, Internet, face-to-face, and on-site visits.

DB Supportive Services Center

The DB Supportive Services Center provides training and consulting services that enable disadvantaged businesses (DBs) to compete, on an equal basis, with non-DBs for 100% state funded PennDOT highway contracts and subcontracts.

The Center’s objective is to increase DB participation on PennDOT highway contracts and subcontracts through training and workshops, and to provide technical assistance to those interested in contracting with PennDOT.

SBE Supportive Services Center

The Small Business Enterprise Supportive Services Center (SBESSC) serves as a resource for assisting SBE firms in accessing FAA, FHWA, and FTA-assisted transportation-related contracts. The Center’s objective is to increase SBE participation on federally assisted PennDOT highway contracts and subcontracts. PennDOT certification of applicants also applies to projects of the agency’s sub-recipients.

In addition to accessing contracts, the Center also assists SBEs that are active in the transportation arena in becoming self-­sufficient and achieving proficiency in order to compete on an equal basis with non-SBEs.
